1. Change air filter
2. If you O2 sensors are bad or other emission sensor. You should be getting a check engine light if these are not working properly.
3. If you are sensing a loss of power, you could have a restriction in your exhaust system. I have seen catalytic converters plugged and mice plugging the exhaust. This causes the vehicle to lose a lot of power, if this is the case just have someone rev the engine while you feel the exhaust flow out of the tailpipe.

Remove the power steering pump. Refer to Power Steering Pump Replacement . Disconnect the camshaft position (CMP) sensor electrical connector. Remove the CMP sensor bolt. Remove the CMP sensor. Inspect the sensor O-ring for wear, cracks, or leakage if the sensor is not being replaced.
It's under the power steering pump .

Where is the a/c relay on 2008 dodge caliber

Check your fuse box. A lot of people seem too be having trouble wit the fuse box getting messed up on 3 and 4 year old Dodges Calibers. They have been finding a lot of corrosion behind the box. Take it too a dealer or just go too Auto Zone and check it out yourself.

Gas fumes inside cabin

You may have a defective vapor recovery system or a loose hose coupling between the filler and the tank. The recovery system can go bad after a lot miles/time. Also, overfilling the tank (going beyond 'one click') can damage the system.
I would replace the gas cap first, make sure it is the right kind, before having the VR system checked.

How do you know it is carbon buildup? Unless you are using gasoline from Indonesia or someplace, carbon built up is a thing of the past on this new of a vehicle.
Be more specific with your symptoms.

Poor gas mileage in a 2008 Saturn Hybrid Vue

You are always going to get worse gas mileage with E85 than regualr gasoline.  My sister has a colbalt and she mixes 1/2 gas and 1/2 e85.  The dealer told her she could do this to improve mileage.  I would not try it in your car unless you check with the dealer first, it could mess your engine up if you do it.  If you are getting that mileage with gasoline, then i would change spark plugs to bosch platnium 2 or something that allows more spark.
