Xavious, I don't quite understand what doing that will do? Considering, even with the key out of the ignition the starter keeps trying to turn the engine over? The only way the engine quits (trying) is by disconnecting the negative wire.

How to test or replace the ignition switch in 2001 Pontiac Montana

The last ignition switch I worked on was on a 1996 Pontiac sun fire. It was located on the left side of the steering column across from the key tumbler under the plastic. I found the start wires and jumpered them making the starter turn. Next I removed the switch from the column, and with a screwdriver, I turned it until the starter once again turned. I found the tumbler assembly wasn't turning far enough to start it. There was a small metal cover on the tumbler that had popped up and kept it from going farther. Hope this helps. There are some useful videos on YouTube that may help also.

It does sound like you have a passkey (security) issue. If the BCM does not recognize the key cylinder code the BCM will send a comand to the PCM to shut down the fuel system.
When you say you replace the "ignition switch", was it the switch or the tumbler.
If the tumbler was replaced you will have to relearn the key code.
Let me know if the key tumbler was replaced and I will tell you how to relearn the key code.
Regards.

Check for power out of the ignition switch. It sounds like the ignition switch is not engaging on the first try and its taking that second turn to get power from the switch to the ECU and so forth. I would replace the switch and possibly the tumbler if the key comes out while the vehicle is running.

No power to the solenoid on the starter

There is no relay for the starter motor.Disconnect the plug from a tumbler and just short the positive wire with starter motor one.If O.K. the problem is into ign.switch.If your VW have automatic gearbox-check parking switch on gear lever.

Your ignition switch is bad you'll have to replace it. It's the electrical ignition switch not the key tumbler one. Good luck.
