I can't help you with the srew, it takes what ever it takes to remove it, have you drop the steering column dowm by removing the column clamp on the bottom of it, you have to drop the column to get enough room.

What make ,model an year vehicle ? They don't all put fuse box's in the same place , some put them under back seats , end of the dash ,right or left ? How do you know yours is under the steering wheel ?
There might be a metal steering wheel lock release button under the dash in the steering column. but im not for sure on that. if you cant release it just get a flatbed tow truck. they will still be able to tow it.
the gear shifter may not be fully in park also sometimes if the steering wheel is jaming try to move steering wheel and check vehicle is fully in park is key stuck in the on position or can you turn off car or you just cant remove key
Remove the two end panels on the dash. These are the panels that are located on either end of the dashboard. Place a rag over the tip of a flat tip screwdriver and wedge the tip behind the panel. Then pry the end panel off the dash. Do this for both panels.Remove the nine screws holding the glove box in place. Remove the two screws under the side panel on the passenger side (removed in step 1), four inside the glove box, two under the glove box, and one in the bottom left corner of the glove box (you can only access it after removing all of the other screws and extending the glove box down beyond what is normally allowed with the other screws in). Remove the screws holding the dash on under the steering wheel. Remove the two under the panel on the driver's side panel (removed in step 1), three on the underside of the dash, one on either side of the steering column, and one near the bezel covering the stereo.Pull the dash off from around the stereo controls.Remove the clip and wiring for the hazard switch using a flat tip screwdriver.Remove the six screws holding the HVAC unit and stereo unit in place and pull the stereo straight out of the dash. Unplug the electrical connection from the back of the stereo.
On the Impala the flasher is located behind the dashboard, just to the right of the steering wheel. You have to remove the dashboard to get to it. It square and about 2" long. To remove the dash: - remove the two fuse compartments doors or lids, that are on either end of the dashboard. there are two screws to remove on both sides.
- Remove the kick plate beneath the dash on the passenger side. - Remove screws beneath the dash on drivers side - Adjust steering wheel to the full down position - Move Shift lever all the way down
unscrew the two screws from inside the glovebox for the woodgran and pull it off carefully u might need to put ur steering wheel down to do it.. and theres two more screws underneath the stereo dashboard.. then the rest is just basically clips so pop it off carefully u shouldn't have a problem.. it's pretty simple
