If they are drum brakes then it is most likely the wheel cylinder. these are not expensive but you will need to replace the rear brake shoes and clean all the parts with brake clean. I recomend replacing the other cylinder while your at it.
89 regals are notorious for bad brake design. Especially rear disc brakes. The calipers get hung up, and you end up with premature brake pad/rotor wear. The parking brake, when applied, squeezes the caliper against the disc, hence keeping the car still. If the caliper is frozen, when you push the emergency brake, it can't squeeze the caliper anymore than it is. OR, the parking brake cable needs adjustment. Have a mechanic look over your rear brakes and parts.
check fluid in master, low level sucks air, if fluid and still no go, disconnect rear line at master and pump once should sparay all over if yes clogged line if no bad master
Check for leaks in the brake lines and calipers or brake cylinders. If leaking have it repaired right away its not safe. Change the brake fluid, take the old fluid out add new fluid or have it professionally done.
