This is for the hatch not latching problem.
The repair manual mentions adjusting the side bumpers on the side of the trunk, which didn't help me at all. As I discovered with my 99 beetle, the latching mechanism wasn't engaging. You can check yours by depressing the hook in with hatch open. If it clicks, the latch is probably good and you may need to adjust the bumpers or check . If it doesn't latch, you need to take off the black panel on the hatch. You should see a rod the extends from the latch to a bell-crack. The bell crank interacts with solenoid. The solenoid arm/claw extends out, pushing the rod via the bellcrank when you unlock the hatch. The solenoid should retract immediately after wards (slowly). The bell-crank should also follow the soleniod arm back to the retracted position. In my case, the rod was not retracting, which was preventing the latch from latching. The problem was a worn out spring that wraps around a pivot point in the latching mechanism. To fix this, you could see if spraying WD40 on the bell-crank will loosen it enough to compensate for the week spring. This didn't work for me. You could replace the latching mechanism, which I didn't do because I didn't want to pay for the special tool bit needed to get the latch off. Finally, you could just add another spring the the rod/latch. I added another spring that was just strong enough to keep the bell-crank in contact with the solenoid. I didn't use a strong spring because I didn't want to put to much pressure against the solenoid. Works like new now, and it only cost me $1.87 for the new spring.
Good Luck

there will just be some press clip pins holding it in place if yoou dont see any visible screws holding it so insert a cloth covered flathead screwdriver or the fork tool made for this and carefully pry the panel away from the hatch lid.

ok, then the lock actuator is most likely seized, if you need instructions to repair, let me know, you have to get the part first, this will be a dealer item most likely. Then it's pretty simple. Remove the interior panel on the liftgate, you will see the latch and lock assembly, and a rod coming from it,the rod leads to the actuator. remove the rod, the retaining screws for the actuator, the electrical connector and then reverse for installation. Any issues let me know.
Good luck.

After a while, the mechanism (actuator) that unlocks and releases the rear glass hatch in your Blazer or Jimmy will eventually burn out. when it does, there is really no way to open the glass and lower the tailgate.
The only way to replace the burnt out actuator is to open the tailgate which you can't because the actuator is burnt out.
I've read stories that even the dealers don't know what to do, some have even cut up the back panel to reach the so-called manuel release. Others said they pulled back the glued on carpet to search for it also.
Well if you don't want to hack up the tailgate panel or rip out your carpet, here's the easy way to open the glass:
You just pull back the interior tailgate panel right above the bump in the middle where the latch is. There are no screws or bolts in that area, you can safely pull it back about 2 inches. Then you'll have to stuck your finger in and push down the release bar.
When you get your finger back there, you should be able to feel for the part that need to be pushed down. When that part is pushed down, the glass has been unlocked.

Good luck and hope this helps, The actuator that needs to be replaced costs $58 from the dealer.

This is extremely common!
The micro-switch inside the glass hatch release is faulty, telling the door that it is partially depressed, thus shutting down opening for safety reasons.
You can verify this by opening the glass hatch (there is a access panel at the bottom of the door on the inside), removing the trim cover from behind the glass handle (two philips screws and one plastic push in fastener), then unplugging the glass handle.
Your door will now function normally, but without glass opening ability until you replace the handle.
The handle only takes a few 10mm nuts to remove and can be changed in a few minutes. It retails for around $35 from your dealer.
