In order to provide you with a somewhat educated diagnosis more information is needed such as type of transmission, automatic or standard, and type of fuel delivery system. Additionally, how many RPM's are you considering low? Normal idle is between 400 and 500 RPM's at operating temperature.
First clean the idle air control valve with a non-chlronated brake cleaner or replace it with a new one.If that did'nt help check your fuel pressure it should be 9-13 psi with the engine running anything less you will need to replace the fuel pump and fuel filter.

Possible deposit buildup in the throttle body and specifically the IAC (idle air control chambers).This causes disturbance and your systems ability to control air/fuel mixtures at near idle conditions .Perform service, recomending removal of the IAC valve and cleaning with an O2 safe injection cleaner.3M makes a very good line of products including 3M"do it yourself" fuel system tune up pn#8963.Also verify proper EGR operation and no sticky valve or build up there.....good luck
