Question about 1999 Mercury Cougar
If you are standing in front of the vehicle there is a belt of the left (serpentine belt) on the right is the water pump belt (under a plastic cover). Where is the sound coming from?
If the noise only happens when you turn the wheels this is the power steering or if the fluid is really low. The power steering reservoir is in the upper left corner of the engine compartment. On the right side of the reservoir are markings (hard to see, use a flashlight). If the fluid level is not withing the markings add power steering fluid (the case is light and the fluid appears dark).
Let me know what you find out.

It might be your powersteering. Alot of the time you will squeal when turning the wheels.
