You have two unrelated issues.
The air bag light is on because there is a fault with it. Only by checking DTC Codes will tell you this issue. It could be the clock spring connection, it could be the sensors.
The Horn issue is probably the horn relay, relay R9.

Likely one or more sensors have failed. A computer diagnostics should tell you exactly what is wrong. When it comes to brakes, my rule of thumb is "don't mess around, they are important".
Hi Hankry, I suggest taking the vehicle for a diagnostic scan and at the same time get the guys at the shop to test the pressure of the refrigerant. There are pressure sensitive valves installed in the AC system which inhibit operation in the event of gas leakage. Regards John

The P0700 refers to a Transmission Control System Malfunction. It's a generic code in that it's a warning to have your transmission computer scanned to get the precise codes in order to diagnose the problem further. Apparently, transmission issues are common in all Chrysler products in the mid 2000's . Have the car scanned for a more specific code and post back your results for further instruction.
There are no onboard diagnostics on a Chrysler T&C. You will have to connect an external reader. You can purchase the diagnostic reader or take it to a repair shop and ask them to do it.
