Sounds like the ignition switch is broken. It is further down the steering column on the bottom side. The key switch pushes a piece of plastic to pull or push on the switch. Sometimes it is the this piece that brakes.
Easiest fix it it is the plastic actuator rod is to buy a used steering column and replace everything. You will have to get it re keyed to match you original set. Or if you already got your new key switch re keyed use that.
These pics are from a 1997 column but they are very similar to the 1995.
One click or a bunch of clicks when you hold the key on start? Turn the interior lights on and try to start it. Do the lights stay on okay or do they dim a lot or go out? If out, not enough power coming out of the battery.
Hi i may be able to help with the problem, it sounds like you have a charging or battery issue. first i you need to check the battery connections, then find out if you have any charging problems, you will need to take the vehicle to an advance auto parts to have the charging and starting system checked. it may be something as simple as a bad connection or an alternator.
If the key minder dings when the key is out, try wiggling the switch to see if it is loose and the sounder comes and goes. If so, replace the ignition switch, there was a problem with these on Fords for years. Some of them got to the point where you could turn the switch without the key in it.
When this happens, leave the key in the ignition and change from park to neutral and back again. I have to do this on my Taurus SHO from time to time. It won't start because it doesn't think it is in Park. Something to do with the shift selector switch on the transmission.
would be the relay sticking allowing the power to run lights even though there is no power triggering the relay would pay to get new relay and see what happens as is commin problem
