Question about 2002 Buick Century
You can test all the fuses very easily.
if you have a test light, you could easily find a faulty fuse. it is like a pointed screwdriver with a 12 volts bulb in it. the end of the wire has a clip that you can clip to the ground or a known negative. then one by one touch the pointed tip to the fuse that you are testing.
if the fuse you are testing is the spade type;
the fuse has two bare metal points which you can test. if it would light to one end, the other point should light too. of the same brightness of course. if it does not light up , then the fuse is bad. if it is not as bright as the first point, it could be bad or not bad. you have to remove it and look closely to it.
if the fuse is glass type ;
test the metal part on each end of the glass fuse. same procedure with testing the spade fuse.

if you found the fuse and it is blowing every time you turn on the dash lights, then there is a shorted bulb some where in the dash or in the park lights. the park lights is also connected to the dash lights.
