Could be clogs. is the water pump operating correctly? does the fan operate correctly?
the temp gauge also has a sending / measuring unit. has that been checked / changed?

Why is temp gauge fluctuating while driving car is not hot.

Check the coolant level. Sometimes when the coolant level is low, it will cause gauge fluctuations like you suggest, since air is getting into the cooling system. When air is in the system, it causes the thermostat to open and close frequently resulting is wild temp gauge swings.

Temp gauge spikes to hot

Sounds like you have air in the coolant system.. did you bleed the system after you replaced all this?.. did you replace the thermostat? You might add a comment about why you replaced these things .. and how you know they were failing>

Engine coolant Temperature gauge fluctuates

Watch the temp gauge when the electric radiator fans come on. The temp sensor that controls when the fan comes on may be faulty.

Temperature gauge fluctuates and the heater blows cold air

Definitely check your fluid level in your radiator. Top it off all the way. I've seen that happen multiple times on cars that were low on anti-freeze. If that doesn't work try replacing your thermostat. It's cheap and the easiest place to start if topping off the fluid doesn't get you fixed up.

Look for a loose connection to the temperature sender unit on the motor.
If all connections OK, you may need a new temp sender unit.

How do I diagnose a bad thermostat or temperature sender unit on a 94 Cherokee sport 4.0L? Once the vehicle warms up, the temp gauge on the dash fluctuates from 210 (center of the gauge and normal...

You can remove the thermostat and put in a pot of water and boil it.(should open near the stamped temp on yours, 195f) From what you have posted, ti seems that you have a partially obstructed radiator core and at present, it's just bad enough for the electric fan to deal with it. (you can actually see that the temperature fluctuations happen when the fan is on and off) If you do not clean out the radiator, eventually the fan will not be enough to lower the temp and it will begin to actually go into overheat.
