1989 Jeep Idle Races at startup

1989 4.0 L Jeep cherokee laredo, at cold startup the engine rpm's race. Have to shut it off 4,5,6 times to get it to idle at normal speed. Is this the idle control sensor or some other idle control part? Thanks

Just Bought a 1989 Jeep Cherokee Pioneer Just started to RACE at start up. The Car was fine and I drove about 300 miles in a day then parked it and went out for a short drive and it felt like the cruise control was stuck on but later when checking it out all cables worked to the intake manifold, I would have to say is it something with VACCUM? Do not know the car starts and races the engine speed.

Rpm for a 1990 cherokee laredo

Should idle at 750-875. I would not exceed 950 and would not go below 700.
