Question about 1988 Saab 900
I had an 88 900 Turbo Convertible with the same problem. I changed out the turn signal and hazard "clickers" and it fixed my problem. Not sure if it would help you, but it's cheap to try.

Make sure to run a ground cable from the negative batterie conector to the car body,
