Check for spark first, there could also be an oil pressure switch that would cause it to act just like the CKS (no spark) It is easier to change usually and cost about the same.

Hello! I suspect that your vehicle has a defective Crankshaft Positioning Sensor (CPS)...The engine has fuel and as you described "it sounds like it wants to turn over" which tells me it has spark that's out of time...Which is the job of the CPS...And the least cost component...Comment to follow with diagrams...

Try looking the relay and fuse for the fuel pump are located in the engine compartment near the battery, some label Powers Fuel Pump Relay (20AMP*). The relay is marked "Fuel Pump Relay" use the box lid to ID the relay position.

Hope helps.

How do you replace the Headlight control module on Mercury Grand Marquis

The lcm is mounted in the same location in all crown vics. It's under the dash, above the gas pedal in between the climate controls and steering column. If you're having trouble locating it, engage the hazard flashers and listen to where the source of the clicking sound is coming from. You can also place your keys in the ignition and open the drivers door and track down the module by listening to where the warning buzzer tone is coming from.
REMOVAL AND INSTALLATION
  1. Open hood. Disconnect battery ground cable .
  2. Locate lighting control module above accelerator pedal.
  3. Disconnect bottom two electrical connectors from lighting control module.
  4. Remove two screws retaining LCM to bracket and unclip from bracket.
  5. Remove lighting control module from bracket and disconnect remaining electrical connector.
  6. To install, reverse Removal procedure. Check lighting control module for proper operation.

I have a 98 Mercury Grand Marquis. Won't start

Check in the trunk and push the button on the Inertia switch. It should be on the drivers side of the trunk.

If this does not help, get a fuel filter and change it. If you can possibly get a fuel sample from the disconnected gas lines do it.

The new 10% gasohol will separate if it stands a few months. You may need to add fresh gas with a drying chemical like "Heet".

Turn signals dont work brake lights dont work

You didn't mention your rear brake lights. If they don't work either then you probably have a bad light control module (LCM). This is a common problem with big Fords. You can buy a replacement part ($250) or have yours rebuilt (www.autoecu.com). The module is located under the dash to the right of the steering column and is fairly easy to replace.
Do the turn signals work? If not it may be the turn signal switch. The aftermarket parts are cheaper than a Ford factory part; check the guarantee before deciding.
Worse case scenario? You need both parts.
