This is a problem with the hazard switch. It is the hazard and turn signal switch flasher module. These are high priced. I would try a junk/salvage yard first. They cost about $80.00 around here for new.

sound like your bliker switch is bad , they are in your fuse box usually the big round looking thing , if you pull it , it will say blinker on it, they vary around $ 5 or 10 dollars
I have a 99 grand prix, Its definitely the switch, I have fixed mine 4 times in 5 yrs (they are defective) I know because I have 2 grand prix and they both fail. Anyway, you can fix them if you know how, if you dont, see if you can borrow a friends grand prix switch to replace and try before you buy one (just a thought) and if you dont need your old switch, you can give it to me.lol. Hope this helped, It sucks not being able to roll your window down because of the fear that it wont come back up. Especially in the winter/Rainy Season...Let us know if this helped.
Well your not going to like this but I think I can help im assuming you checked all the fuses inside the car and under the hood ? if there all good
your problem more than likley is in the BCM as it controls the lights and blikers BCM stands for Body Control Module. good luck :)

dont think so because its a slightly different and may have different connection. Ur best bet is to call a local dealer and see if the part numbers for those years are the same. I dont think they are bc i believe one year has the caution light located on the inside of the headlight and the other doesnt. But thats just a guess
