Ice is a big problem. There is very little traction to be had and managed. It is likely that the system is working, but in icy conditions you simply need to be VERY gentle on the gas pedal. The heavier the car the bigger the problem. Traction control systems will work well in wet or even in snowy conditions, but if you are gunning the engine on ice, nothing will help. You will be out of control.
Sounds like either your wiring from the Light switch is bad or the Light switch itself is bad. Check with your Owners manual to see if the "Parking lights" have a separate fuse.
Your tail and License plate lights would light with either the Headlights or the "Parking" light selected at the switch as would the front parking lights. If all lights except the headlights are out, your problem is closer to the light switch than at the mounting points of each Parking light or License plate light.
This is one case where you will not know if a dead wire off of the switch is dead because of a bad switch or a bad wire. You would have to detach the harness at the switch, test the wire bundle or jump the switch with power to see how it distributes power through the Harness. It will take a lot of time to rule out the switch. It may be cheaper to replace the switch and then work from there.
do not suspect computer. 1 the new battery may not have been charged from the store so would need to be charged before use, charge new battery on a charging set and see if this resoves the problem. *or use slave leads and start from a second vehicle) 2 your alternator may not be charging the battery so after a while it will just die. use a volt meter and check that volage is increaseing to your battery when the engine is running. if not suspect alterantor defective and may need replacement.
when i used too work on them some owner did away with the air system and went too a heavy duty shock instead might be worth looking into too save some cash or even an after market air shock
