I have a 98 dodge caravan with a 3L.. is the motor a non-interference motor or not cause i ws driving down the road the other day at about 100km/h and my timing belt went

The 3.0 liter is a Mitsubishi design and is not a free wheeling engine or a non interference design, this does not mean the valves are bent, install the belt and then check for bent valves.

There are very few engines that are non interference ( from my data books regarding timing belts and chains) that you will have an interference engine. It relates to the fact that the valves will interfere (hit) with the pistons in the event of belt/chain failure

It is not an interference engine but you may want to check and see if the tensioner has been updated. Most of these engines (if it's the 2.4l) lost the timing belt due to bad tensioners. The 3.0l V6 is non interference as well.

According to Dodge it is non-interference. Did you loose your timing belt and wonder whether the valves are bent ?

Engine seized driving down road, now won't even turn over

The 3 liter mitsubishi is pretty prone to this actually. You would have to tear it down to see what happened, but yes it's likely that you have a bent valve and/or hole in the top of a piston from a valve.
