Brake lite switch, located under dash, connected to brake pedal arm...usually a plunger type of switch, i am assuming you checked fuse already.

Break lights and blinkers not working

If you put the tester on the outlets and it lights up properly but the bulbs dont, you have already concluded that the wiring isn't the problem. unless of course the wires are corroded and simply putting the bulb in shorts it out. Have you tested the bulbs?

I have a 1990 Mercury Cougar. Several problems...Blinkers, hazards, horn, and break lights are not working. However the break light in the back window comes on when the break is pressed. Checked fused and...

I am unaware of what a "CO" display is.
Now with the blinkers, hazard, horn and brake lights not working that may be the multi funtion switch (blinker switch) that is located inside the column (where the blinker lever attaches).
Obviously the blinker, hazard and horn will all work off of something in the column. Brake lights, you may think a switch on the pedal.

the brake lights do work with that switch but when you have the kind of tail lights where a turn signal light shares the same bulb as a brake light, the brake light is cancelled for the turn signal by running through the multi function switch inside the column.
The third brake light does not blink so its not on that same circuit.

The brake lights wont work. The brake light over

the break light wire on the lumina runs through the blinker switch or multifunction switch on the colum.. check there as well as at the tail light sockets. on the late 90s gm cars the sockets had a tendancy to rot away... use a test light at the brake light wire in the trunk and have a friend apply the break. if there is power then may have to get new tail lights. or replacement bulbs.

Right read blinker/break light dont work, turn signal blinks rapidly

It's the bulb. There are two filliments in the bulb. One is for when you turn your lights on and the other is for breaking and blinker flashing. When the break filliment goes bad it causes the blinker to flash very rapidly. 100% the bulb. Change it and all will be good again. P.S. if it were a fuse none of the break lights or blinkers would work.
