Check the rotation of the bolts. My 99 Suburban was reverse threaded. I messed with it for an hour trying the lefty loosie/ righty tighty normal thinking before realizing it was reverse threaded and I needed to turn them to the right to loosen them.
It very well could be in your transfer case, I would take it to a dealer and let them check it it is not something you want to tackle if you dont know a lot about them.
