All the other door locks work on my 1998 Avalon except for the front passenger door. It will not work either with the driver's door button or the key fob. It will move just a tiny bit when we lock/unlock the other doors but not enough to be useful.

DONT PULL THE lock / unlock button/tab TOO HARD. It will damage further. Internal linkage/mechanism is not working... Get it repaired by mechanic. If u want to do it yourself... may be this will help you out. Please refer images
If the passenger door has not been opened for some weeks or months, or in icy weather, it is possible that the rubber seals around the door frame will cause the door to appear 'stuck' fast - in this case, a bit of extra force from inside the car whilst pulling on the interior door handle should cause the door to open. Failing that, if the car has electrically operated central locking, when the key fob is pressed to deactivate the central locking does the door lock on the passenger side work as expected? Try unlocking the passenger door with a key, and or pull the door lock button upwards to ensure that the lock has been deactivated. Check for blown fuses.
You should replace power door lock at front passenger side, you can use any 'universal' power door lock. its an unit with a small motor inside that have a mechanism to up and down according electricity from the actuator (master door lock at driver side)
Hope this help :-)
