Pull back the liner at rear of cargo area, if the bulbs are there you are home free, if not remove the nuts that retain the tail light assembly to the body and pull it back to replace the bulbs.

Replace rio rear brake light bulb

1. Behind each light you will see a small door in the back liner. Remove the 2 plugs in each door by pulling them straight out.

2. Gently pull back liner doors to expose rear of light assembly.

3. Remove three brass 10mm nuts from exposed bolts.

4. Slightly lift up bottom inside corner of light assembly, Pull back or sideways to center of bumper or trunk rear with wiggle movement to pull out rear light assembly. Takes a little while, but piece of cake.

5. Plug in the new bulb and put everything back in place.

I'm replacing the steerin column in a Geo Metro 1996. All lights work. The back lights stay on.

Sounds like you missed engauging and adjusting the neutral safety/ backup light switch.

But I do not know what you mean by back lights? Back up lights, rear tail lights, interior lights in the rear....???

1989 Cadillac rear lights stay on

It may be a turn hazard module under dash.that is the culprit! The power to the third brake light does not go through the module, but the rear brake lamps power is controlled through this module. I am looking at a drawing of one and it looks like it has two connectors with about five wires in one and six in the other. It has some cooling fins on it also.
