Wiper park function is gone in the wiper motor, you will have to put a new one in. not easy, requires removal of the top of the dashboard. there are videos of folks doing this on youtube.com.

Wipers on my 1994 Saturn SL1 (SOHC) sedan start fine, but then won't turn off. Is it more likely the motor or the switch? Is there something else to be looking at?

the wiper motor assembly has a park sensor, and if this sensor fails, it will not let wipers park or shut off. ( replace wiper motor assembly).

Wipoers wont shut off

On Saturns they tell me this means the circuitry inside the wiper motor itself is bad. Common problem and that is a GM product also, most likely the same wiper motor supplier. 12 volts is delivered to the motor even with the switch off in order to let the arms return to the rest position. So you need to replace the whole wiper motor.

1997 Saturn SL wipers wont stop

well the good thing is you know the wipers work !! , I would start by seeing if the washer squirters work when using the Wiper lever . and I would also see if it worked on fast speed and slow speeds . If it does you may have a wiper switch that has gone bad ! ,
