We had this problem and just actually fixed it today. Had tried a passenger side door switch but that didn't help. We ended up buying and replacing the drivers side door switch and that solved the problem of our passenger side window not going up or down. The driver side switch is a one piece unit available from the dealer and it controls both driver and passenger side windows.
You most likely have a bad window lift motor or MORE LIKELY a broken window regulator. The door must be disassembled to replace either or both of these. It could also be a bad window control switch or a broken wire in the door-jamb area. Please note that EITHER of the switches for the passenger window (the driver's control switch or the one on the passenger door) can cause BOTH of the switches to not work to move the passenger window. In this case, electrical diagnosis must be performed to locate the cause of the problem.
Sometimes the harness at the front door will get a wire break in it. Try working the window switch on the passenger front door (ignition on of course) while slowly moving the door open and closed. If it starts to work, Jeep has repair kits still I believe where you can replace just the harness between the body a-pillar and door.
