I bet that the slider control is not working properly, look on the drivers floor under the dash by the center console, you should see a diverter lever that moves when you select the air flow position. The cable may be disengaged or the lever can sometimes stick, or it just may need adjustment. you can manually detatch the cable and move the diverter control lever to see if the baffle inside the housing is functioning correctly to direct the air flow to the windshield. If any of the above do not function, a trip to your local junk yard may help with replacement parts for a reasonable price, assuming your a hands on type person. Good luck
Make sure that there is resistance on the mode selector. If there isn't the cable might be broke. If there is, make sure that the cable is adjusted properly. There are two cables and both have adjustments on them, so make sure that you are adjusting the correct cable.

1996 Saturn sl1, wipers would go off sometimes, it seemed if i fiddled/switch the switch on and off a bit they would start working again. Finally stopped working all together. Got a new (used) wiper (well its a combo multi switch) and installed it, wipers still wont work. Wondering what else it might be.
