2000 Cadillac Escalade - All my turns signals are not working. Bulbs and fuses OK. Flashers working properly.
At times my radio will go off, wipers and power windows stop working. Turn the engine off and restart engine and the items usually start working again.

Which tail light ? Does the stop light ,turn signal work ? Check fuse's LR PARK fuse 10amp or the RR PARK fuse 10amp located in the under hood fuse box .
did both signal lights stop working at the same time or not,it may just be the signal flasher has gone bad,it is located under the dash by the fuse panel.if the hazard flashers work then i would say the signal flasher is bad.with the hazards on you can locate it and that is what the signal flasher looks like and it is a separate flasher,
If they don't blink, the round flasher underneath the driver's side kick plate could be the culprit, There is one for the hazard flashers and one for the turn signals.
Look under the hood and try testing ALL fuses first, then try swapping out two of the relays(of the same size of course) and try your windows again. There are also a couple cercuit breakers, try swapping those. Now, If I'm thinking correctly, you have another power control unit under the drivers passenger seat. Do all the same poperations to that section. Good Luck.Dana
More than likely, the problem is in the turn signal modual. The turn signal/cruise control/wiper/bright switch is all contained in the module in the steering column. Mine did similiar stuff a year ago.
