How do you replace a bumper bar ....do you need a whole new skirt

Bumper bar? Skirt?
There is a bumper reinforment behind the bumper cover.
Front or rear???
Either way there are some plastic retainers on top. You may need to remove a grill which would have some sort of retainer. The retainers usually have a center section that prys up some and the retainer will then pull out.
There should also be some retainers on the undersides of the bumper covers.
There is just about always a bolt going up through the bumper cover into the rear quater panel or front fender right in the wheel well edge. Sometimes there is a guide that the cover slide onto as well. You may need to remove the tail lights. There will be nuts on the inside behind the trim panels or the headlights. they usually have some clearly seen bolts holding them in (about 4 give or take)
Unplug any lights and they can usually be left in the bumper cover.
Then off comes the cover.
From there you may find a styrofoam pad. Don't lose that as it helps the cover keep its shape in the heat. And either the reinforment will be bolted or welded to the frame rails.

Location of oil filter

The 2007 Tundra 5.7l engine doesn't have a spin on filter - it uses a replaceable paper cartridge within a permanent housing. Located under the skid plate on the front-left portion of the engine, the oil filter unit has two coolant hoses, a black plastic screw-in housing, and a large, metal, round screw with a 1/2" square fitting in the middle of it. The cartridge-type oil filter is in the housing.

If equipped with a skid plate, access is accomplished by removing the 5 skid plate bolts, allowing the plate to swing down on integrated hangars (with the front plastic bumper skirt still attached). To completely remove the skid plate, three small screws holding it to the front plastic bumper skirt must also be removed.

Toyotafilter kits contain a new filter cartridge, a plastic drain plug, and two O-rings. The drain plug is used to drain residual oil from the filter unit prior to removing the plastic screw-in housing. After removing the large, metal, round screw with a 1/2" square fitting in the middle of it, the plug simply snaps into the bottom of the plastic housing. The smaller of the two new O-rings replaces the existing O-ring on the screw.

Once drained, the plastic screw-in filter housing is removed using a filter wrench (Toyota special service tool). The larger of the two new O-rings replaces the existing O-ring on the screw-in housing. VERY CLOSE ATTENTION must be paid in placing the new O-ring - failure to properly seat the new O-ring could result in a massive oil leak! The filter itself is currently only available from Toyota.

Old body style or new body style?

New body style...there should be a bar type thing that holds it in place.

Old body style, there are two different styles. One where you can take the headlight out without pulling the bumper cover off, and the other where you need to pull the bumper cover off.

Wiggle the assembly around while looking for any areas where screws seem to be missing.

Radiator in 1984 300zx

Maybe a little late, but you have to pull both fender liners so it is easier to get to the 3 nuts that hold the bumper to the fenders. There are 2 bolts that hold the bumper to the frame, one on each side underneath. There are 5 bolts that support th bumper to the reinforcement bar. It helps if you remove the air filter box. Once you removed the air filter box you need to remove the other 4 bolts from the second hood latch. The bumper should be ready to remove.
