May have a bad low pressure/cycling switch. Its a two wire switch and normally found on the dryer/accumulator. You can unplug that wire and jumper it. If the clutch kicks on then either the system is too low on refrigerant to activate the switch or the switch is bad.
That switch can be replaced without loss of refrigerant because there is (or supposed to be) a shrader valve in the dryer.
First things first. have the system checked for full refrigerant charge. The high and low pressure switches will not allow power to the compressor clutch if pressure is either too high, or too LOW.Don't try replacing anything untill you are sure that you have not lost refrigerant.
