Find the cooling fan relay. It will be on the drivers side of the engine compartment. You can identify it by the wires in the connector. There will be a grey, dark blue, dark blue with pink, and a light green wire in the connector.
The grey wire should have power all the time. If it does not check the fusible links.
The dark blue wire should have power with the key in the run or start position. If not trace the wire back to the ignition switch to find the fault.
The dark blue with pink wire is grounded by the computer when it sees that the temp has reached about 210-220 degrees. if it never grounds there may be an issue with the temp sensor or the computer
The light green wire should have power any time the dark blue with pink wire is grounded. If it does not and all of the above check out fine than the relay is the problem.

Try unplugging the temp sensor located on or near the thermostat housing. This will cause the fan to come on, if it works. If the fan does not come on then check for burnt wires near battery and fuse box. You may need to squeeze and manipulate these wires to find burnt area. I have seen coolant temp sensors, faulty fan motors, and burnt fuseible links cause this. When unpugging the CTS the check engine light will come on, don't worry about it.
