I assume when you state "signal lights" you are refering to the signal lights in the grill as well as in the tail lights?
Did someone do some wiring for a trailer hook up? (like maybe a U-Haul mechanic???) Even if there is a simple plug in adaptor that goes inline in the rear of the vehicle I have seen those go bad and do funny things. If there is a socket, wires may be shorted inside.

If not, is there any creative wiring inside. Someone install a radio and tap into the wrong wires or an alarm that flashes the lights?

2002 Astro brake lights stuck on

Chevy has a different circuit for the brake-lights. Strange that the brake-lights don't go out, after the fuse and/or relay is removed. Unplug the brake-light switch. Are the brake-lights out now? The brake-light circuit travels through the turn signal switch. There could be a failure inside the turn signal switch or there could be a short in the circuit, causing the brake-lights to stay on. You can try removing fuses that have to do with protecting the turn signal and hazard flasher circuit. If this allows the brake lights to go out then I think you will have narrowed it down. What other tests have you run? Have you removed and inspected the lighting in the rear? Do you have a trailer hitch? I ask because in some applications, there can be a 12volt power source. If the power wire shorts against the brake-light wire, you can have this fault. Please let me know if this helps and feel free to write back with any questions. Be as detailed as you can. You are the eyes and ears of this subject, good luck.

Bleeding abs 1993 chevrolet p/u, brakes are not solid, I have bled all cylinders starting with master cylinder, left rear to front disc. The pedal is soft and brake light stays on? I have replaced new brake...

Did you bench bleed the MC before installing it? If not, that's the problem. MUST be bench bled or you'll always have air. If brakes lights are on, the brake switch is out of adjustment OR (since you replaced the MC), the push rod is out of adjustment

Brake lights not working at tail lights but the light in the rear window does come on when brake pedal is pushed.....regular tail lights come on...right and left turn signals also work ....flashers...

the upper brake light works differently than the outer lights. check your brake light switch by the brake pedal. It will have a plunger switch on it. The center brake lamp works off a power convertor instead off the brake light switch. The switch has a separate wire for that which is still working
