I can't say 100% on this but some vehicles still use vacuum to operate the blend air doors (electric solenoids or earlier cable to operate the tempature door).
You may have a vacuum issue and defrost would be the default position because you need your winshield clear more than heat on your face or feet.
Start at the intake manifold and follow your vacuum source.

Had same problem with a 2010 Marquis. Vacuum tubes on engine firewall looked ok. Sent the EATC module to ModuleMaster in Idaho. Rebuilt it for 80 bucks. Works like new. I recommend this BEFORE having a professional tear apart your dash(big labor costs), or replace the module(800 bucks). Even if it turns out to be something other than the module, 80 bucks for a rebuild and warranty is worth it. And it just might fix it.

1st pull tire from pass rear. 2 tie exhaust to pass side to help clear fuel pump access cover. 3 remove fuel lines loosen passenger tank strap and gain extra wire length . 4 remove access cover 8 mm bolts and work module out of tank. 5 replace pump assembly and 6 replace parts as removed.

Do you have a manual or electronic automatic temp. control ? What's not working , blower not blowing air ? most of the time the blower motor resistor is at fault.

The blower relay is powered by a 40amp fuse in the box near the battery.

My 04 crown vic will not change off from defrost, indicator lights show floor and vent when pushed but air flow stays on defrost, it does have automatic climate control if that makes any difference

Check for vacum at the heater control ports behind the dash and for vacum leaks. For safty reasons the
system is designed to go to defrost mode in case you lose vacum to the system. Hope this helps.

those control units in the crown vics **** out all of the time. they're not cheap from the dealer, try auto parts stores for aftermarket or junk yards.
one trick we did with cabs was to pull the unit out and splice the black and blue vacuum lines together. that's great for summer, but you have only vent then.

Traction control in the 1999 ford crown vic

you may have a bad switch or a lose connection to the traction control module or a bad module...try the connection and if it's not lose then you have a bad module...good luck..
