Whenever this warning light comes on it is indicating that a problem has been sensed by the electronic sensors of the engine and or the transmission and the on board computer (called the PCM) has limited the engine power to avoid further damage to the system components like the engine and transmission. What needs to be done (and is stated in the owners manual) is take the car in to a GM dealer or a suitable trusted service center and have the electronics tested for the fault codes that are stored in the system whenever the light is turned on that would indicate what part of the electronic controls (this can be a sensor, wiring or the computer, it can also be a mechanical fault) has malfunctioned. Due to complex nature of the system guessing will waste your time and money, there are at least 100 different faults that will trigger this warning. Once the technican has the fault codes and has driven the car they can begin diagnostics of the problem(s) indicated by the stored fault codes.

Engine won't start and shows trouble code P1516 and reduced engine power light is on

Possible causes - Faulty Throttle Actuator Control (TAC) module
- Throttle Actuator Control (TAC) module harness is open or shorted
- Throttle Actuator Control (TAC) module circuit poor electrical connection (loose or broken wires)

P1516 CHEVROLET Description The Throttle Actuator Control (TAC) module contains data which is essential for proper TAC operation. The TAC module continuously test the integrity of this data. When the TAC module is unable to write or read data to and from Random Access Memory (RAM), or the TAC module is unable to correctly read data from the flash memory or and internal TAC module processor fault is detected and the Detected Trouble Code (DTC) is set.

Have the codes check and repost. this is an intermittant and is probably some thing simple. Autoparts stores check the codes for free. just don't buy anything untill you repost. they people at the stores will sell you the part when they really don't know what the problem is. ie... you could have an 02 code, so they sell you the sensor, when the real problem was a vacuum leak.

Reduce engine light comes on with a/c use.

Most likely it is the fan clutch as it is computer controlled. I have had 2 in the shop this year with the same problem. To be sure, have someone check the codes before you start spending your hard earned dollars.

2002 reduced engine power light

You have some kind of ECU problem. You will need to hook to the diagnostic port to find the problem. Your vehicle has gone into limp mode. This enables the vehicle to run, but at a diminished level until you can seek help for the problem. Do not continue to drive it this way as you may cause damage to the engine depending on the nature of the problem.
