It is part of the fuel pump assembly in the fuel tank. You need to drop the fuel tank out of the vehicle and remove the assembly from the fuel tank to get at the sending unit.

When the gauge is at 0, is there any noise from the engine (tick, knock etc?) I would have someone put a mechanical gauge on there and read true pressure.Your driving pressure seems OK but if the low number is "real" something is wrong!

SOURCE: My Fuel gauge moves from left to right.

Have you checked the ground straps to the frame? That's where I would start.

Tel me if these wire colors are correct. white/with black, tan, & black on gauge. Tan wire, & black /with yellow wire at sending unit. ?

I have a 1999 Jeep Wrangler and my fuel gauge quit working. Soon after my fuel pump went out. Replaced pump but fuel sending unit tested good. Also my check engine light stays on.
You will need to scan the PCM for stored faults. The PCM will receive the resistance value from the fuel sending unit and sends this info via the data bus to the instrument cluster. There could be a wiring issue from the sending unit to the PCM, so I would do a resistance test on the wires to check for continuity.

Fuel level sending unit volts to high
If your fuel gauge always reads high, your fuel level sending unit sounds like it could be faulty. Could be bent or rusted etc. Sending unit wired up wring or faulty wiring system short/ground.

You better put a manual gauge on your engine and make sure you have oil pressure. Could just be a faulty gauge or sending unit but I sure as heck would be checking it with a manual gauge.

You can usually only get about 18 gallons in a 19 gallon tank and you likely have 4 gallons left in it when the gauge reads empty
