I put a scanner on the car - cleared the "P013A" code - drove through drive cycle and "P013A" came up Pending - then the next restart the light came back on with a "P013A" code.. Have not found any help with this in numerous Google Searches and 3 Kia Techs did not have a clue where to start to address..... Car runs fine, would pass the old PA Emissions inspection from the Tailpipe with the Emissions readings but will not pass the new OBD II test due to this code...

You'll have to figure out if it is a fuel or ignition problem.
Is the check engine light on ? Have you checked for trouble codes ?
It could be a coil, spark plugs, fuel pump, fuel filter, or a list of other things.

Want to make remark: I think that Kia Sportage may have a manufacturer's defect w/ code 128 ( check engine light). I had two separate mechanics from two reputable dealers look and try to fix problem w/ my vehicle, but to no avail. I have yet to take it to Kia dealership near me because since the economic crisis the dealership has shown its true colors in my opinion. They are a bunch of ignoble characters who don't know how to treat their customers w/ respect.

2002 Kia engine light has been on for over a week

the engine light is comming on because there is a fault in the electronics of your engine, transmission or emission system, there are over 200 faults that can turn the light on, u will need to have the system scanned to see what fault code was stored with the check engine light.

When the engine ran out of gas it most likely misfired as the last of gas was used up, this will cause a check engine light to be set by the system called the Misfire Monitor. Clear the code, it should'nt come back.

Kia problems

The sensor is on the passenger side under the hood, it tells the PCM to ignore misfire signals from the engine when on rough roads, so yes it is safe to drive.

Check gngine light

Ok I think you meant code P0171, this means the fuel trim is always lean, you need to check for a engine vacum leak, maybe a cut or damaged PCV hose or any other hose that is in the vaccum system, I have read other Kia owners (Kia Forums, you should join one) reports of this same code, most found it not to be the O2 sensor but a vacuum leak.
