Does the Car drive????

Sounds like you ran extremly LOW on gas or out.

You need to have the throttle reset..

Try a VW shop. The'll have to use VAG com.

If it is what I think it is.

I have a 98 passat 4cyl turbo and my oil light and now engine light is on. Took it to checkers for a diagnosis and they couldnt read the computer. Just passed emissions 4 days ago and they had to try 3 times to read the computer. What are some reasons this might be going on?

Replace the ignition control unit which is bolted to the top of the air filter housing. Make sure to use a quality piece, and if it comes with white heat transfer grease, make sure to use it.

Look for broken hoses, vacuum lines, leaking gaskets, anything that could cause air to escape. Check your vacuum lines carefully by using a propane UNLIT propane torch and go around every single vacuum line with the engine running. If the engine rpms increases, you have found the leak, check for any connectors that may have become unplugged or burnt or broken,, It appears that you have a circuit loss,, check the fuses

Generic OBD Test Code P1545 (VW- V.A.G 1551 scan tool scanner code: 17953) "Throttle Position Control Malfunction"

Yes, it is possible that the cut wires could be the problem with your "epc" light and lack of power. If the cut wires are the wires going to your throttle body position sensors, I would say that it is DEFINITELY the problem, as well as the cause of the code you are receiving. If they are not the wires leading to the throttle body, then I don't know what to tell you about the wires unless you can tell me what they go to.

At any rate, you have a problem with your throttle body control circuits that will most likely have to be verified (diagnosed AND verified for proper operation after repair.) with a VolksWagen V.A.G. 1551 scanner.
Please note that generic OBD scan tools cannot perform the functions necessary to verify the repair or to reprogram the throttle body with the Powertrain Control Module for proper operation.
The manufacturer states that it is "absolutely necessary to adapt the [Throttle valve control module] to the PCM ".

1999 passat passenger door will not open from inside or our

You have not provided a lot of information but here goes:
I had this after changing the door lock - the cable slipped off.

Check this post as it was helpful. http://www.passatworld.com/forums/68-b5-garage/262451-99-b5-passenger-door-will-not-open.html

What I had to do was remove the door lock - you will have to Google that solution or check a Haynes manual (that was my savoir through a lot of repairs).

You can try to reset the throttle body by opening the hood and drivers door then turning your key to the accessory position. You will hear the throttle body whir and click. It may take up to two minutes. Afterward, the car will relearn your habit of driving and adjust accordingly.

I researched this & you need to replace the throttle body gasket & get the throttle body re-calibrated. Seems to be dealer only. Also, the t.p.s. (throttle position sensor) could be bad.

Did you try replacing the spark plug wires? They might be old/ frayed/ crimped. Otherwise check your intake valves for correct compression and sealing. A bad seal can cause lack in power at low RPMs.
