Over the past couple of weeks I would go to start my 1999 chevy lumina and it would not start at first but then after a couple of trys it would, two days ago the volt light came on but it was still turning over and running, yesterday on the way to the hospital all my blinkers started running fast and the milage, rpm and gas indicator started bouncing up and down...I managed to fly into the parking lot and walk to my appt. After coming out I tried to start it and it would make this very audible clicking sound. Is it the altinator or the starter? I am so confused.I dont want to change the first if there is something else eating the batterys power.

The clicking sounds like starter clicking in & out because not enough power battery mostlikly flat or bad earth,all the rest sounds like bad earth or battery contact ie corosion,dust,or lose wire

The alternator is not charging the battery. The clicking noise was the starter, it does that when the battery is to low to crank it. Also the dash does exactly how you described it when the power gets to low. Replace the alternator, Have it checked first to be sure

1999 chevy lumina with a new battery that will not turn over. AAA can jump it and it will start and run for ever until it is turned off then it will not start again. Jumping it from another car usually...

because aaa can jump start it and you can't sounds like maybe the battery cables are curroided (dirty)
in-between the battery post and the clamps, clean the battery terminals and charge your battery as a loose conection can run down even a new battery

1999 Chevy Lumina won't turn over...new battery

If your lumina has a Pass II key, it may well be the ignition lock cylinder on the steering column. The car key has a resistor staked on the sides of it which is read by the theft deterent module. The theft deterent module issues a command to the ignition relay and the fuel injectors when it reads a correct resistance from the key. If the lock cylinder is damage( broken wire) ect. the theft deterent module will not be able to read the key. Unfortunately, if you have a Lumina with a solid shroud around the steering column, the dealer will charge you $700-$1200 to replace the cylinder.
