The problem may be a part called the CLOCK SPRING. I just got my 1999 T&C back from the dealer today (8-10-2012) where it was replaced. I bought the vehicle used and the part had been replaced once before I bought the car. I contacted the dealer and he told be it had a lifetime warranty so there was no charge to me. I assume that the warranty was due to the fact that this part had something to do with the air bag. The alarm system-set notification was not working and replacing this part did not solve this problem

2001 town & country. My airbag/seat belt light came on, cruise control and horn stopped working. Dealer said it was the "clock spring" and usually covered as a recall item.

It happened to our 99 too, turned out to be inside the steering wheel. a coil that Chrysler recalled. It was a free repair at a dealership

Are you trying to connect an aftermarket radio? This may be the whole problem as they are a pain to install without knowledge of the wiring. Did you get the kit to hook your stereo up to the existing plugs on the car? This is usually the best way to go. If you did, recheck your wiring.
