Turn off or rest check engine light to pass smog
It takes at least one "Good trip" stored in the computer before it will pass a smog check. Simply resetting the light did not fix the problem that caused the light to come on to begin with, and attempting to smog it will only result in a failed test.
You must address the fault first, then reset the system and drive upwards of 150 miles before a "Good trip" has been stored in the computer.
Can I change the tire width size on the same rims?
It is not unsafe to fit wider tyres as long as they are the same type on the same axle.
Many 'boy racers' fit wider tyres thinking it will give more grip.
I would take it to a garage and have the correct size tyres fitted as this will increase the accuracy of the speedometer as well, (due to the circumference being wrong).

Info below was taken from the tech service information to diagnose a malfunctioning speedometer. The process has many steps and may not be something you'd want to try to diagnose and repair yourself.
If you have a scan tool that can read ABS codes, you can possibly get some info on what's causing the problem.
The combination meter assembly receives vehicle speed signals from the brake actuator assembly (skid control ECU) via the CAN communication system. The speed sensor detects the wheel speed and sends the appropriate signals to the brake actuator assembly (skid control ECU). The brake actuator assembly (skid control ECU) supplies power to the vehicle speed sensor. The brake actuator assembly (skid control ECU) detects vehicle speed signals based on pulses of the voltage.
If the vehicle speed sensor circuit has a malfunction, the brake actuator assembly (skid control ECU) stores DTCs. Troubleshoot the vehicle stability control system or anti-lock brake system.

If you are getting 0 Volts on O2 sensor #1, the front sensor is probably bad or has a wiring problem (usually the sensor at the catalytic converter inlet is "O2 1"). Check the wiring first, especially at the sensor connector. It could even be corrosion in the connector terminal.

Before you buy a new (very expensive) catalytic converter have you had the O2 sensors in the exhaust system checked? These can sometimes trigger the same trouble code and are a lot less expensive to replace. Often it is the 'Downstream' O2 sensor causing the issue. (The one positioned after the catalytic converter).
Usually as long as you get one that is specific to the exhaust on your vehicle it will be the correct one. If it is the stock exhaust buy the one for that exhaust and it should be the correct one.
Which one is the upstream and down stream on catalytic converter
The 'Upstream' sensor is normally the one nearest the engine, before the catalytic converter.
The 'Downstream' sensor is the one furthest away from the engine after the catalytic converter, usually underneath the vehicle.
Another useful bit of information is on a 'V' engine if you stand with the engine belts and pulleys nearest to you and the transmission furthest away, Bank One is commonly the Left side and Bank Two is the right side.
