Car won't start, new battery, lights are good, no
If I understand your question correctly, the car won't turn over (engine won't crank). While it's possible that the starter relay may be bad, the first place I'd look is the starter solenoid. If you follow the positive battery cable away from the battery, it should lead you to the starter solenoid, which is mounted on the starter itself (you may have to crawl under the passenger side of the car to locate it). The cable from the battery attaches to one large terminal on the solenoid, while a very short cable leading into the starter attaches to the other large terminal. Using a screwdriver with an insulate handle, momentarily bridge or jumper between the two large terminals being careful to not touch the screwdriver to starter or solenoid casings. If the starter momentarily engages when you do this, look at the starter relay as the culprit. If nothing happens when you jumper the two large terminals, the starter solenoid is faulty. This is a picture of the starter with solenoid so you know what you're looking for.

If the belt is broken, pass on buying it. Broken timing belt = BIG $$$ repair. If it's running and price is right, w/that many miles get timing belt changed ASAP.
When starting out from a stop while on an incline
if it is your clutch the it could be as cheep as the cost of a clutch if ya do the job urself.. is your car idling at 900-1200 rpm on idle... because if ur clutch is slipping it may just need to be adjusted..
Does it make sense to need to reset the timing on
There is no problem with checking timing due to component wear over time. It is important on alot of engines to maintain a good timing belt due to the fact that many engines have valve interferance. Which means that if the engine were running and belt were to fall off the pistons would make contact with the valves causing damage to your engine. Hope this helps.....

The question is where the oil is being thrown out.
When you park, is there an oil spot being left from a leak?
Is the smoke coming from beneath the vehicle (oil dripping on a hot surface) or from the tailpipe as exhaust?
The source of the oil leak needs to be located so the problem can be addressed
