this sure sounds like the computer is no good as i read above you have replaced it but new parts can be bad too i think you should take the computer back and get a different one maybe they gave you the wrong one or you just got another bad one hope this helps you have a great day
Where is vacuum modulator located on 1994 topaz?
You mean for the smooth shifts on the automatic transmission? I don't think a '94 would have one, but if there is, it will be somewhere on the transaxle case. Just look for a small round canister with a vacuum hose attached.
Is there "Freeze Plugs" on a 1994 Mercury?
Virtually all engine blocks have freeze plugs. They serve two purposes:
- They are designed to burst out of the block in case the engine coolant freezes, preventing a cracked block.
- They allow for a more thorough cleaning of the engine block when the block is "tanked" during rebuild/remanufacture.
One thing to consider...what weight of motor oil are you using during the bitter cold months? Heavier weight oils get very thick on the cold mornings. This makes cranking harder and increases engine wear. Check with a local dealer and see if the manufacturer has any suggestions for a thinner oil in the cold months to make starting/running easier.

Why does my car not have any power after i boost it and drive it?
Bad battery and/or alternator. Once it is running, test voltage coming from alternator with a multimeter. Should be over 13 volts. If not, alternator may be bad. If alternator is sending over 13 volts, battery may be bad. Possible bad connection between alternator and battery, but not as common.
No power to the blower motor.
This can be due to the blower motor resistor. Follow your blower wires and if they lead to a part which has 2 screws and 1 connector in the underhood ductwork. That would be the resistor. Sometimes tapping this part with a broom handle will reactivate it. Other models have a primitive under dash resistor which looks like several coils of wire on an electric board. This is close to the blower box under the hood.Check fuses.
