Just because a fuse "looks" good doesn't mean it is. You should use a 12 volt test light to test the fuse (with fuse plugged in and the key in the on or accessory position). There should be power to both sides of the fuse (There are two small metal test strips at the top of the fuse itself). If the test light lights up after touching both sides of the fuse then the problem may be with a resistor or fusible link in the wire or the mirror heat switch itself.

Just because there is small piece of plastik on the mechanism that is broken.Not a real problem you can cancel it manually.

Based on your question, I am assuming that the coolant fans are running? They should be, well they should if the temp gets to the a certain level. Not all cars have only one but some have two fans set up on different temp on/off. If you wish to check them to ensure they are running, you can check the electrical current from the temp sensor to the fan switch to ensure there is current going to the fans, obviously if not...that would be the problem. check out this video with all of these how to do yourself described....
