It should be moving air from outside the grille thru the radiator and into the engine compartment.

Possibly a Bad ignition in column shorting out

they're all ran on the same fuse. check for ANY BLOWN FUSES AND REPLACE THEM. they might not say"radio" or "lights". just replace them.

REPLACE THE BATTERY THEY LAST ONLY ABOUT FIVE YEARS

I am not aware that there is a flood sensor..fuel injection is computer controlled and uses the throttle position sensor as part of the system to meter the fuel..this is usually located where the gas cable connects to the tbi unit on the intake...or opposite side of it..

Check your convience and vanity type lighting to be sure they are shutting off( underhoodlight, glove box, back sun visor mirror lights, etc...). Next you can use a clamp on amp draw gun and follow the draw thru the harness to the problem. This tool is available at most auto parts stores. Also, just because a battery is new doesn"t mean it Good!

I used to have the same problem, not so much in the winter though. It was all the time, in any weather. I changed the crankshaft position sensor. Its located at the back of the engine on the passenger side. Its actually in the top of the transmission bell housing. There are two bolts that hold them in. There are allen key bolts, I believe the size is 3/8. My crankshaft position sensor was dirty. It had a lot of rust on it. Its really hard to get to it. there is a ground strap bolt kinda in the way as well above one of the bolts. You will need to get a new rubber grommet from Dodge for your new sensor. Few questions. When was last tune-up ? Did this start suddenly? Have you checked for any brakes sticking? Any chance exhaust ( catalytic converter) is plugged ?

try removing the + positive cable for a few minutes and then reconnect it allowing the computer to reset itself
