Chevy starter problems
Might need to put shims between the starter and the block. Lots of Chevys require them.
Will a bad fuel presure regulator feep your car from running
It could. If it has the pressure too low, then not enough fuel will get to the injectors and your car won't start.
More likely, though, it's your fuel pump not putting enough pressure out. Pressure regulators are very simple and reliable devices. Fuel pumps go bad more often.
Want turn over but but has power to starter
If you mean "Won't turn over but has power to starter" instead "Want turn over but but has power to starter" than change the starter. My guess, the pinion that shoots out the gear to turn the flywheel to achieve crank is broken and spins uselessly. When you turn the key you hear it spin but it can not turn the flywheel to start the vehicle. The other option is less likely but I have heard of someone trying to start a ceased engine so many times that the gear that turns the flywheel gets stripped and just spins.

To take off and put back the transmission cost around $700 labor. To open up, repair and put things
together, parts and labor start at $800. So the total would be at least $1500.
Buying a used Transmission for $300, and replace the bed one
for $700, would cost you $1000 at least.
The question is:
Could you find a dissent transmission of a 1986 Chevy S10
4X4.
The answer is:
Chanced are slim or none.
