Resetting "service tire monitor" light on 2004 silverado
I have a 2004 Silverado with the same problem.
After scrollng the internet for months and reading every manual I could get my hands on, I found, for me, a quick and easy way. Open the hood, remove the cover to the Underhood Fuse Block on the drivers side of the vehicle near the battery.
If you have the manual for your truck, go to page 5-126 and locate the fuse that says IPC/DIC, it is a 10 amp fuse.
Pull the fuse and start your truck or a few sceonds.
You will notice that nothing on your insterment will work.
Turn engine off and replace fuse.
After I did this, the message did not come back, and started my truck about 15 times to make sure.
It worked for me....good luck to you.
Accessories stay on after key is removed
I would guess the the ignition switch at the base of the steering column has gone out of alignment. When you turn the key, a linkage goes down through the steering column to a large plastic switch mechanism that is bolted into place. There is a certain amount of adjustment that this switch has. If you can locate it, loosen it and slide it to the point where the accessories go off. The tighten it and try to start the vehicle. Moving it too far can cause other functions not to work. Keep fiddling with the adjustment until the vehicle works in all key switch positions correctly.

Service 4w drive
I had a similar. Problem with 2000 GMC Sierra. I had it scan, but no problem was detected. It turn out to be the selector switch for the 4x4 on the dashboard. I was informed by a friend at the dealership of the bulletin for this problem. But the dealership would not cover the problem since no recall has been issued yet. I did get the dealership to sell me the switch at cost, $43.00. Hope this helps.
