Bad fuel mileage
We all are. Its called obsurd gas prices! But really, get your oil changed and replace your air filter and possibly go all the way and pay for a tune up. You will see the increase in power performance and gas mileage.
Clutch failure, can't get it
You have to get the gearbox opened and check on the clutch plate and pressure plate. NO OTHER WAY TO SORT OUT THE PROBLEM
Need carb assistance, seems like choke is not
1. Check the "anti-diesel solenoid" fuel cut solenoid. The solenoid should click when it has a power and ground applied to it. Remove the pintle and put the solenoid back in. If the idle circuit it OK, the engine should idle. If it does, then there is a problem with the solenoid. If it still wont idle , the idle circuit in the carb. Could be clogged.

The pistons will hit and bend the valves if the timing belt snaps because they are very close.The alternator does not connect to the timing belt, there is a separate belt that runs the alternator.
Head stud torque
cyl head torqes.1st stage 29 nm. 2 nd stage 57-67 nm. 3rd stage slacken off 360 cegrees, 4th stage 29 nm. 5th stage 64-74 nm. intake and exhaust valve clearance .38 mm hot setting. hope it goes ok.
Volt meter in s reading almost 16 volts
Your voltage regulator needs to be adjusted to 14.5 volts or if it won't adjust you need to replace the regulator. If you have a bad ground it could make the alternator see the wrong voltage and cause it to go to full charge. If it haas a built in regulator you can buy it at an alternator shop and replace it it is help in place by screws. It would be helpful if you tell us what year and make of car. Some put out as much as 26 volts. so more input is better, also please rate this if you need more help.

the belt might be loose or it is too worn . replace the belt . if that
dont work then its your alternator. replace alternator. good luck!!!
