Where is the diognostic port fuse on a 1996 grand am
On the 1996 Pontiac Grand AM, in the inside fuse panel, which is on the drivers side of the cabin, the Fuse LTR, meaning the Cigarette Lighter also powers the OBD-2 Port, aka the DLC which stands for the:

Battery goes dead when car isnt even on
You have something drawing on your battery. disconnect the nevagative cable. hook a test light between the negative cable and negative battery post and pull fuses till the test light goes out. when the test light goes out you've found the circuit that's drawing down your battery. trace the circuit and look for a short to ground or if something on that circuit is staying on.
Car won't start. Gas pedal goes to floor with no feel to it.
If i am understanding your question correctly, when you push your gas petal down, there is no resistance to it or very little. If this is the case, I would raise the hood and track the linkage to the intake throttle body. there should be a spring on it to return the accelerator to the idle position. you may also look under the dash board above the gas petal as it may have a spring as well that will return it to the idle position.
Dodge intrepid new solinoid still won't shift the gear to next.
I believe these models have a transmission temperature sensor. If the transmission gets to hot it puts the car into limp mode until it cools down. A faulty sensor may be your problem. Also you may consider installing a transmission fluid cooler. Most cars have the transmission lines routed through the radiator to cool the fluid but radiators get hot. You want to keep the fluid as cool as possible. Ask your local parts supplier about a transmission cooler.There like 30 bucks but can save you a rebuild later :)
Car started just fine but

TRY TO JUMP START IF IT GOES HAVE ALTERNATER TESTED FOR OUTPUT AND BATTERY
LOAD TESTED IF IT FAIL TO START HAVE STARTER BENCH TESTED
