Why do the lights come on and off after I shut car and lights off in my 1998 dodge van and then the car wont start in the morning?
Well the car wont start in the morning, becuz its draining the batteryfrom the lights coming off and on. But the reason ur lights r coming off and on when the car is turned off is there is a short in the wiring from the headlight switch to the steering wheel iignition. There are several wires that are ran from the ignition switch to various things in the car. Such as windsheild wipers, headlights, turn signals... which is why these things generally work only when ur ignition is engaged. The wires could be pinched which could cause the short, if ur in the habit of raising ur steering wheel up and down alot. Kind of like a pinched nerve. The steering colum is going to need removed to trace and straighten out the wiring to properly fix the short thats causing ur lights to go off and on all the time.

How often do you change your oil? You need a good engine flush and then keep your oil changed regularly. You may need to flush a few times. What happens is the lifters get bogged up with old oil and they oil will not flow properly in the lifters, and the don't pump up, and what happens is they are out of contact with the lifter push rods and bang into them when they come up. This is a known issue with your vehicle, late 90's early 2000 Chrysler mini vans.
Van won't stay on. It will start but don't stay on
This could be caused by dozens of things. There's a remote possibility of a fuel pump, but more likely it's one of the engine sensors like the temperature sensor or oxygen sensor. Some of them are very expensive so you need to figure out which one it is before you start replacing things.
Turn the ignition key on-off-on-off-on within just a few seconds. If you have a digital odometer watch that display and write down the codes it will tell you and look them up in a repair manual or search for them on the net somewhere. If your car does not have the digital odometer you should watch the 'check engine' light, it should flash out the codes. You have to count the flashes accurately and watch for the pauses between numbers and longer pauses between codes.
If that didn't activate that program try on-off-on-off-on-off-on, all Dodge cars since the eighties have this diagnostic built in. However if you turn the key too far and it goes into the 'start' position you have to turn it off and wait for a couple of seconds before trying again. I hope you have the digital odometer, it's much easier to read.

If the alarm horn is the same unit used as the car horn then your problem is the contacts for when the horn is pressed. Some horns are activated by pressing the large center area of the steering wheel others have little buttons on the left and right side of the steering wheel. If the latter is the case make sure you try both pressure buttons to see if horn will work. Either way the contacts have to be cleaned or the wheel needs to be adjusted to allow the contacts to touch each other when pressed. That's most likely your problem.
