Where is the horn relay location on a 08 ford f350 with a 5..4 liter
Sadly, the horn relay is built into the Smart Junction Block (passenger fuse box)
see diagram.
I think you may have a bad/sticking horn switch, which is part of the drivers airbag module. if there are no concerns with the speed control or airbag lamp on, the clock spring in the column is ok.
all the switch does is complete a ground circuit to the relay. you may have a wire pinched under the airbag in the wheel.
since an airbag is involved, I would recommend a dealer check this part. Airbags are dangerous.

#1 suspect is the oil seals in the turbo, especially if you use a gause/oil air filter instead of the factory one (known as a "dusted" turbo).
Why does the driver side window slide down.
If I understand what is happening, your window is dropping inside the door by itself or not traveling correctly under power.
The part is called a window "regulator" and it is the part which pushes the window up and down. The guides are the part that is fixed and can also be called the track.
Most of the time, the window regulator is the problem. But a broken gear in the window motor can also cause a free fall.
Sometimes paying someone to do a job to prevent breaking the glass is a small trade-off. The job can be done in about an hour while you wait. Go to a glass shop, sit in the waiting room, and then drive home with a guarantee.
