Rpm's race up to 4000 and won't lower

I'd start by checking the throttle linkage to make sure the return spring is connected and not broken.
If this is fuel injected the TPS may not be functioning.

Could be a short in the circuit board inside the speedo cluster. Does the fuse blow if the cluster is unplugged ?
I need to drive the car 70 miles home. I got in it today and started to drive. The electrical problem light was on. Do I dare drive it 70 miles?
by electrical problem light do you mean the charge light was on
If so check the drive belt for the alternator as it probably drives the water pump as well and if the water pump is not being driven you will over heat and damage the engine
if all the belts are ok and everything is working , it could be an alternator or an alternator fuse
IT takes 5 minutes for an accredited auto electrician to check the problem and if it is just an alternator and you do not have an electric power steering pump and don't intend stopping the engine for the drive , then the battery should get you home
If you have to use head lights then stay put and have it fixed
At startup engine runs rough with a white smoke out of exaust with a sulfur smell. . stops after tthe engine reaches op temp.
On a vehicle that old, especially with high mileage, the symptoms you describe are fairly typical of a failing head gasket. When head gaskets begin to fail, they will allow water to drip into one or more cylinders, which will burn off as steam when the car is first started. Check to see if you are losing any coolant, however small the amount.
If the vehicle has recently been allowed to overheat, near 100% probability that you will need to have the head gasket replaced.
If by "sulfur smell," you mean a smell of raw gasoline, the problem can also be a sticky startup injector... but less likely than the chance of a bad head gasket.

on what type of car? most of these check SOON just auto comes on at 50 k miles just for maintenance check ! does not have anything to so with any tune ups it is just a maintenance reminder and just needs to be reset with a scanner or on some cares it can be reset by key on and off combination and also brake pedal combination depends on what car it is
! dont forget that tune ups are a thing of the past :) almost most newer cars only require replacing plug wires every 50 k miles plugs are just victims of other problems like bad sensors or fuel and air management
