i suspect this car will have a dynamo the brushes are probably worn out or the cut out/regulator is faulty or the contacts may need cleaning

Mgf starting problems
It could be the leads, you can check them with a multimeter. Find out what resistance is stated for your leads and check, the resistance will vary according to the length of the lead. You should be able to find a site that will give you the resistance to length figures.
You can also check the dissie cap(cracks and excessive wear on poles), rotor, points and condensor (if you don't have electronic or magnetronic ignition).
1979 mg midget timing marks ?
I use a large socket on the nut holding the front pulley on. Turn the engine over with the rocker cover removed. When both valves close on number one liio closely for the timing indent.
I want to replace the original carb on my 75 MGB with a weber, should I use a water, manual or electric choke weber carb ??
It depends on where you live really. Let's say you live in Texas, the fall and winter mornings can be bitterly chilly...but by noon be hot as heck. During the summer it is hot always. If it were me I'd use a manual choke in southern areas. or if I were in Michigan I'd probably use a electric choke. I actually say that because manual chokes in a place like Michigan will get stiff, rusty or freeze without proper maintenance and shielding. I lived in Alaska and Cheyenne Wyoming and noticed in Alaska that cable chokes and linkages would bind up in extreme temperatures. But when all else fails try the Weber Electric choke.
Mg midget rear lights flash when indicator are on
Sounds like a ground issue in you rear tail lamps. When the lights are not receiving proper ground, they will tend to do wonky things as they attempt to find a ground through other circuits.
Also, if the car happens to have a trailer hitch (yes, I have seen MG Midgets with trailer hitches, haha) then start by checking the wiring for the trailer circuit for wires shorted out against each other or otherwise damaged.
