RPM means revolutions per minute - a measurement of how fast the engine is running. It should change every time you step on or release the accelerator pedal.
I would guess that either the wiring to the hatch lock is broke, or the lock or linkage isn't functioning. Have someone stand at the back of the car when locking the doors and listen for the latch actuator to click, if it does click then it's probably a broken plastic piece on the linkage, if it doesn't then either you have some bad wiring or the actuator itself may be bad.
Randall, remove all screw,clips,fasteners securing bumper and then any wiring harness plugs etc. attached to bumper. This is some times a 2 person job, to prevent damage to the bumper, especially when installing. A V-pry tool may be required to remove plastic fasteners easily. The fuel line will connect the fuel tank and the engine. Fuel pumps are commonly located inside the gas tank. They can be a pain. Check fuel pressure before you start replacing the fuel pump.
